Job Description:
The director of OMRDD’s Bureau of Planning and Research is responsible for all aspects of the agency’s long-range strategic planning and program research. Extensive study and analysis of current program outcomes, service design and delivery, and demographic trends and population characteristics, as well as the ability to present key findings and recommendations in both written reports and presentations to the agency’s leadership team are essential to this work. The successful candidate will be able to demonstrate leadership, experience and expertise in statistical research and analysis in the human services field.
Primary duties and responsibilities of the position include but are not limited to the following:
• Leadership and management of Bureau staff in data retrieval and analysis, and employment of this information in strategic planning, budgeting and service design
• Motivate, mentor and coordinate the broad range of research and planning activities of the Bureau’s staff members
• Oversight and primary analysis of quantitative data sets drawn from OMRDD information systems and other data collection efforts
• Use of statistical techniques and products to help shape a range of policy discussions and inform decisions at the highest level of the organization
• Management of a variety of activities related to local and strategic planning both within the agency and across other state and local governmental agencies and organizations
• Lead the agency’s involvement in a long-term multi-state project of data gathering and evaluation aimed at increasing the continued development of self-direction and control of services among individuals with developmental disabilities and improving the effectiveness of services.
• Coordinate OMRDD Real Choice System Transformation grant evaluation contract
and similar project evaluations
• Leadership of the agency’s performance metrics agenda
• Represent the agency’s interests in interagency and multi-state research, planning and metrics initiatives
• Serve as a member of the Division’s senior management team
MINIMUM QUALIFICATIONS:
The minimum qualifications for this position are a doctorate and three years of professional experience in human services program research and evaluation and strategic planning; or a Master’s degree and five years of such experience.
The preferred candidate will have the vision, leadership, and technical skill set to lead the agency in the areas of program research and evaluation and strategic planning. These will include broad experience in research methods and statistics, skills in graphical analysis and facility with statistical packages such as SPSS, and appropriate supervisory experience.
